Surbana Jurong has secured a 15,000-unit affordable housing project in Gujarat, India, marking a significant milestone for the company as it extends its affordable housing expertise beyond Singapore.

\n\n

The project, awarded by the Gujarat Housing Board, will see Surbana Jurong provide master planning, concept design, design review and project management services for approximately 15,000 homes across 12 sites in the next four years. These sites are located in cities with high population densities – Ahmedabad, Surat, Vadodara and Rajkot.

\n\n

The project will incorporate some of Singapore’s best practices to make Gujarat’s public housing more vibrant, sustainable and liveable, revealed Surbana Jurong. The concept design embodies key principles drawn from Singapore’s townships, including connectivity, environmental sustainability, social community, safety, universal design, construction productivity and maintainability.

\n\n

Surbana Jurong said the township design for the Gujarat project will foster social interactions by featuring community-centric spaces such as roof gardens, activity courtyards, playgrounds and outdoor fitness stations. These facilities will be located within safe and vehicular-free community spaces.

\n\n

The Gujarat townships will also include some of Singapore’s distinctive public housing features, like void decks. There will be other modern lifestyle amenities as well, such as sky gardens, outdoor dining areas, meditation decks and play lawns. These features are considered new to Gujarat, expected to set a precedent for future affordable housing in India.

\n\n

According to Surbana Jurong, the concept plan also ensures that each housing plot has its distinctive design and unique identity, in response to the cultural and geological context of each site. To ensure construction productivity, the design of the townships will be modular and adaptive to suit different sites.

\n\n

Gujarat Housing Board has built homes in urban cities such as Ahmedabad, Surat, Rajkot, Bhavnagar, Jamnagar, and towns such as Bhuj, Vapi, Bharuch, Veraval, Porbandar and Gandhidham. The Board is committed to achieve the target set by the Prime Minister of India to provide housing for all by 2022.

\n\n

“We are inspired by Singapore’s public housing model,” said Lochan Sehra, commissioner of Gujarat Housing Board. “We believe that through Surbana Jurong’s deep expertise and strong track record in Singapore’s public housing and global townships, we can redefine public homes in Gujarat and uplift the residents’ quality of life. Many of the features are new to Gujarat and will potentially set a precedent for future affordable housing in India.”

The Asian Development Bank (ADB), International Finance Corporation (IFC), and the Municipality of Ulaanbaatar City have signed a Memorandum of Understanding (MOU) to support the implementation of the Excellence for Design and Greater Efficiencies (EDGE) green building standards and the certification system for 10,000 new affordable homes to be built under the Ulaanbaatar Green Affordable Housing and Resilient Urban Renewal Sector Project in Mongolia.

\n\n

ADB, the Municipality of Ulaanbaatar, and the Development Bank of Mongolia are working to transform the ‘ger’ areas (settlements of low- and middle-income households) in the capital city into affordable, climate-resilient, and liveable eco-districts with support from the Green Climate Fund and the High-Level Technology Fund. The US$570.2 million project, which includes grants and some US$350 million in private sector investment, will build 10,000 energy efficient homes in 20 new environment-friendly districts with good services, green spaces, and access to shops and jobs. Out of 10,000 homes, 1,500 will be social housing, 5,500 will be affordable housing, and the remaining 3,000 will be sold at the prevailing market price.

\n\n

“At the government’s initiative and with ADB and IFC’s support, we are excited to pilot an internationally recognised format that offers a global perspective, but in a local context,” said Sukhbaatar Borkhuu, executive director of Mongolia’s Capital City Housing Corporation.

\n\n

With IFC’s help, the design and development of the affordable homes will be improved by adopting EDGE standards. In partnership with the Energy Sector Management Assistance Program administered by the World Bank and the Government of Hungary, IFC has been facilitating the Ministry of Construction and Urban Development and Energy Regulatory Commission to assess the energy efficiency of buildings in Mongolia through the development of a building labelling system. IFC is also promoting green building certifications in Mongolia, including IFC’s EDGE resource efficiency certification.

\n\n

“An IFC analysis sees a US$3.4 trillion green buildings market through 2025 in developing countries. Against this backdrop, green construction can help a rapidly urbanising city like Ulaanbaatar become more liveable - while saving money and securing emission cuts,” said Rufat Alimardanov, IFC’s resident representative in Mongolia.

At 178 m high, One Pearl Bank is set to be the tallest residential development in the Outram-Chinatown district of Singapore, offering panoramic views that extend from the central business district to Sentosa. It is scheduled for completion in 2023.

\n\n

Designed by Serie+Multiply, a joint venture between London-based Serie Architects and Singapore-based Multiply Architects, One Pearl Bank will feature 39-storey towers linked at the roof by sky bridges, with a total of 774 apartments. It will also have a series of sky allotment gardens arrayed vertically at one edge of each tower.

\n\n

With each tower featuring an allotment garden every four storeys, and each garden housing 11 plots, One Pearl Bank will have a total of 18 sky allotment gardens with close to 200 plots where residents can grow their own herbs, fruits and vegetables. These allotment gardens are intended not only to support urban farming, but also provide spaces to promote community bonding.

\n\n

The allotment gardens are further complemented by two sky terraces and two roof gardens across the two towers and a sunken planter in every balcony, to maximise the greenery on the development’s facade.

\n\n

Taking full advantage of Pearl’s Hill’s sloped typography, the two towers are lifted 21 m off the ground to allow a visual continuity flowing from the greenery of Pearl’s Hill City Park to the upcoming green connector to Fort Canning Park.

\n\n

According to CapitaLand, over 500 trees across 35 species and more than 135,000 shrubs, plants and flowers will be planted throughout One Pearl Bank, occupying over 60,000 sq ft of space – equivalent to 75% of the total site area.

Surbana International Consultants (Myanmar) has signed a Memorandum of Understanding (MOU) with the Myanmar Construction Entrepreneurs Association (MCEA) to become the association’s lead technical consultant for low cost and affordable housing projects in Myanmar.

\n\n

According to Surbana Jurong, the agreement comes at an important time as the association works with the Union Government to meet the demand for low cost and affordable housing and increasing home ownership in the country. The Government’s Five-Year Plan aims to deliver one million residential units by 2030. Surbana Jurong will assist MCEA in the development of a low cost and affordable housing prototype design that focuses on the 3Cs: community, connectivity and constructability.

\n\n

The MOU with MCEA enhances Surbana Jurong’s extensive presence and success in Myanmar since its entry into the market four years ago. Surbana Jurong has provided its expertise in masterplanning, architecture and engineering to various residential and industrial projects including the 220 acre Ayeyarwun – Yadanar affordable housing project in Dagon Seikkan Township. The company, with a track record of building more than one million affordable homes in Singapore, has grown from strength to strength with its acquisition of AETOS Holdings and SMEC Holdings in 2016.

\n\n
