Singapore’s Land Transport Authority (LTA) has awarded three civil contracts with a combined value of about S$1.2 billion for the construction of Tuas Road Viaduct (Phase 2) (TRV2), which will strengthen connectivity to Tuas Port and support developments in Tuas South. Construction is expected to commence in early 2027 and be progressively completed from 2032.

The first contract, worth S$381.6 million and covering road viaduct construction along Pioneer Road, has been awarded to Hwa Seng Builder Pte Ltd. The contractor was previously involved in the construction of the viaduct from Tampines Expressway (TPE) to Pan-Island Expressway (PIE) and Upper Changi Road East, as well as expansion works at the Kallang-Paya Lebar Expressway and TPE interchange. It is currently engaged in the construction of Loyang Viaduct and three stations on the Jurong Region Line (JRL).

The second contract, valued at S$430.3 million, is for road viaduct construction along Tuas South Avenue 3 and has been awarded to China Communications Construction Company Limited (Singapore Branch). The contractor is currently involved in the construction of Boon Lay station and viaduct works on the JRL, viaduct and tunnel works for the Johor Bahru – Singapore Rapid Transit System (RTS) Link, and the Jurong East Integrated Transport Hub.

Meanwhile, the S$404.4 million contract for road viaduct construction along Tuas South Boulevard has been awarded to China Harbour (Singapore) Engineering Company Pte Ltd. The contractor is currently undertaking the construction of two stations on the JRL.

Tuas Viaduct extension

TRV2 is an extension of the existing Tuas Viaduct and will enhance connectivity between Pioneer Road, Tuas South and Tuas Port. The works comprise the construction of new road viaducts, associated road improvements, drainage enhancements and supporting infrastructure.

To support industrial developments in Tuas South and the consolidation of Singapore’s container port activities at Tuas over the next decade, TRV2 will extend the existing Tuas Road viaduct at both its western and eastern ends. This extension will connect to Tuas Port via Tuas South Avenue 3 and Tuas South Boulevard, as well as to the city via Pioneer Road.

Upon completion, the combined TRV and TRV2 will form a continuous elevated road corridor stretching from the Ayer Rajah Expressway (AYE) and PIE to Pioneer Road and Tuas South, providing a direct link to Tuas Port. The corridor will bypass 18 surface-level junctions, enabling smoother journeys and reducing travel times for motorists along the route.

To facilitate the construction works, LTA said traffic realignments and lane closures along Tuas South Avenue 3, Tuas South Boulevard and Pioneer Road will be implemented progressively, taking into account site constraints and construction requirements. The authority will also monitor road conditions closely and put in place appropriate traffic management measures and alternative facilities, such as temporary bus stop shelters and footpaths, should these facilities be affected during construction works, to minimise inconvenience to commuters, motorists and businesses in the area.
